Entrance Examination to fill 15% seats for Bachelor degrees AND award of NATIONAL TALENT SCHOLARSHIPS in ACCREDITED AGRICULTURAL UNIVERSITIES (100% SEATS AT NDRI KARNAL,RLB CAU JHANSI AND DR.RP CAU PUSA) other than Veterinary Sciences and 25%
seats for Master degrees AND award of ICAR-PG SCHOLARSHIP/NTS (PGS) (100% SEATS OF ICAR DEEMED UNIVERSITIES & DR. RP Central Agricultural
University, PUSA, Bihar) and Doctoral degree programmes in accredited Agricultural Universities

Eligibility of Qualifying Examination for UG
Candidate must have passed 10+2 Senior Secondary
Examination of the Central Board of Secondary Education or any other
examination within scope and standard found to be equivalent to the
Senior Secondary Examination of a recognised Indian Board/university
(Annexure-VII) after a period of 12 years of study. The medium of
instruction in the admitting University will be English.Candidate must have passed any one of the qualifying examinations enumerated above securing not less than 50% marks in aggregate for General, OBC(NCL) and UPS categories and 40% marks in aggregate for SC, ST and PC categories. There will be no rounding-off of the OGPA/percentage of marks of qualifying examination while deciding the basic eligibility of any candidate for admission e.g. if a candidate obtained 49.99% marks in his/her qualifying examination, then it will not be rounded-off to 50%.
Candidate having a compartment/ supplementary in any of the subjects will not be eligible unless proof of having cleared the examination with requisite percentage as in 3.2.1(ii)(a) above is available.
Candidate already appeared in the qualifying examination enumerated above, can also apply but would be required to submit evidence of having satisfied the conditions in 3.2.1 (i) & (ii), latest by the counseling date/admission, as otherwise the candidature will be automatically cancelled.
Eligibility of Qualifying Examination for AIEEA-UG-2017: (Other than Veterinary Sciences)
on ICAR website was that the candidate must have obtained not less than
50% marks in aggregate in 10+2 examination or equivalent with
PCM/PCB/PCMB/PCF subject combinations/Inter Agriculture for admission
under General, UPS (Under Privileged State) and OBC (Non-creamy layer)
categories or 40% marks in aggregate for admission under SC, ST and PC
categories. However, candidates with PCF combination are eligible for
admission to B.Sc. (Horti.) only

Qualifying Examination for AIEEA-PG
The candidate must have passed Bachelor degree
examination securing Overall Grade Point Average (OGPA) of at least
6.60/10.00 in ten-point scale, 3.25/5.00 in five-point scale, 2.60/4.00
in four-point scale for General, OBC and UPS categories whereas for
SC/ST/Physically Challenged (PC) candidates, the said requirement is an
OGPA of at least 5.60/10.00, 2.75/5.00, 2.20/4.00, respectively. In
other cases, where grade-points are not awarded and only marks are
awarded, the candidate must have secured at least 60% marks for
General, OBC and UPS categories, whereas for SC/ST/PC categories the
requirement is 50% marks. (Please note that equivalence between OGPA
and % marks will not be acceptable). There will be no rounding-off of
the OGPA/percentage of marks of qualifying examination while deciding
the basic eligibility of any candidate for admission e.g. if a
candidate obtained 49.99% marks in his/her qualifying examination, then

Marketing and Cooperation, Food Science, Biotechnology, etc., under 10+2+4 or 10+2+5 (B.V.Sc. &A.H.) or 10+6 (B.Sc. Ag.) years degree programmes (Few seats are available for candidates having Bachelor degree with 10+2+3 (basic sciences) at two ICAR-DUs i.e. IARI & NDRI only), with required OGPA of at least 6.60/10, 3.25/5, 2.60/4 for General, OBC (NCL) and UPS categories whereas for SC/ST/PC categories, the said requirement is 5.60/10, 2.75/5, 2.20/4, respectively. In other cases, where grade-points are not awarded and only marks are awarded, the candidate must have secured at least 60% marks for General, OBC (NCL) and UPS categories; whereas for SC/ST/PC, the requirement is 50% marks (equivalence between OGPA and % marks will not be acceptable). Ph.D :Eligibility of Qualifying Examination for AICE-JRF/SRF (PGS)
Indian nationals having passed Master’s Degree programme
securing an Overall Grade Point Average (OGPA) of at least 6.50/10.00
scale, 3.25/5.00 scale, 2.60/4.00 scale for General, OBC (NCL) and UPS
Categories and 5.50/10.00, 2.75/5.00, 2.20/4.00 scale for
SC/ST/Physically Challenged (PC) categories, respectively from any
recognized University in India and abroad would be eligible. In other
cases, where grade-points are not awarded and only marks are awarded,
the candidate must have secured at least 60% marks for General, OBC
(NCL) and UPS category. For SC/ST/PC candidates, the minimum
percentage of marks will be 50%. Where OGPA is awarded, equivalence
between OGPA and % marks will not be acceptable. There will be no
rounding-off of the OGPA/percentage of marks of qualifying examination
while deciding the basic eligibility of any candidate for admission
e.g. if a candidate obtained 49.99% marks in his/her qualifying
examination, then it will not be rounded-off to 50%. The candidates
must complete the postgraduate degree in all respects and produce the
degree-completion certificate from the Registrar to this effect on the
date of Counseling failing which they will not be considered for
admission and the award of fellowship. The admission and fellowship
would be granted only when the candidate seeks admission through
counseling conducted by ICAR and pursues Ph.D. degree in an AU, except
an ICAR-DU, where 100 % seats will be filled-in through its own
separate national level entrance examination. Further, for seeking
admission with ICAR-JRF/SRF(PGS), as well as without fellowship, it
would be mandatory for the candidate to pursue Ph.D. degree in an AU
other than the one from where he/she has obtained Bachelor's or Master's
degree, i.e. the candidate should not have obtained more than two
degrees (including pursuing of Ph.D.) from the same AU. The above
eligibility conditions will also apply to in-service candidates. It
is the sole responsibility of the candidate to check his/her
eligibility for AICE-JRF/SRF(PGS) examination before applying.
ICAR will not be held responsible for refusing admission
and/or ICAR-JRF/SRF(PGS) to any ineligible candidate. The candidates please note that:- Senior Research Fellowship is a financial assistance given by ICAR for pursuing Ph.D. degree in the field of Agriculture and Allied sciences.
- Merely qualifying the examination will not guarantee JRF/SRF. Only those candidates will be eligible for JRF/SRF who come in the merit list and after counseling join the University within stipulated time.
- Based upon his/her merit and choice of seat in a particular University, the candidate shall receive a letter of recommendation from ADG(HRD) for admission to Ph.D. degree programme, indicating the award of JRF/SRF(PGS), if applicable, at the time of online counseling. The Council does not issue a separate certificate to the candidates for the award of JRF/SRF(PGS).
- For certain subjects/courses, the Universities may have different/additional eligibility conditions/criteria than those listed in the following Table. It is the responsibility of the candidate to check his/her eligibility at the time of counseling with the official(s) of the University where admission is desired. The list of Universities along with the contact details of Registrars for seeking admission to Ph.D. programmes is given at Annexure-VI.
- The in-service candidates qualifying for admission will arrange for study leave/leave of the kind due from their respective organizations themselves and ICAR will not intervene in this regard.
- The in-service candidates must be working in ICAR Institutes, DUs, SAUs, CAUs, CUs having faculty of agriculture, Central Government/State Government Departments dealing in Agriculture and Allied Sectors and Public Sector Undertakings dealing with Agriculture and Allied Sectors (Annexure IV) of information bulletin for 2018-19. In-service candidates desirous of admission in ICAR-DUs should appear in the national level entrance examination conducted by the respective DU

National Talent Scholarship would be available through the Agricultural University concerned, to every student admitted on ICAR seat at any Agricultural University, at the rate of Rs.per month during the period of study provided the student:
(i) Joins an Agricultural University in a State outside his/her Domicile State.
(ii) Has not changed the University/subject allotted for any reason.
(iii) Has not been admitted against any vacant seat through waitlist option as per his/her request
(iv) Maintains good conduct and satisfactory academic performance (7.00 OGPA) throughout
the period of study.

Subject Streams, Question Paper and Writing Answers in the Examination
(i) The examination shall be conducted in one of the two subject streams namely ‘Stream-A’ comprising of Physics, Chemistry and Agriculture/Biology subjects and ‘STREAM-B’comprising of Physics, Chemistry and Mathematics subjects.
(ii) Questions for Physics and Chemistry subjects shall be common for both subject streams.
(iii) Paper for ‘Stream–A’ shall carry questions on Biology as well as Agriculture subject, out
of which the candidate has to attempt/opt/choose only one subject, either Biology or Agriculture. ‘Stream–B’ paper carries questions on Mathematics subject.
Candidates opting for Stream-A in the entrance examination should have passed 10+2 examination enumerated above necessarily with Physics, Chemistry and Biology/Agriculture/Home Science subjects whereas those opting for Stream-B should have passed 10+2 examination necessarily with Physics, Chemistry and Mathematics subjects.

ICAR PG Scholarship is awarded to meritorious candidates seeking

consists of course and research work. The criteria for PG Scholarship (erstwhile JRF) distribution, based on total number of seats in each subject, from Academic Session 2017-18, has been changed to average number of aspirants actually appeared in the AIEEA-PG in the preceding three years.
For previous academic year 475 ICAR PG Scholarships through AIEEA-PG and 202 fellowships through AICE-JRF/SRF(PGS) was announced by ICAR. Those who did not get ICAR PG Scholarships were awarded NTS(PGS) provided they took admission OUTSIDE their state of domicile. The fellowship is at the rate of Rs.8,640/- per month (except in case of Veterinary studies where its Rs.12,000/- per month) for a period of two years together with a contingent grant of Rs.6,000/- per year for procurement of essential chemicals, equipments, books and travel connected with the research work. Not more than 50% of the contingent grant could be spent for purchase of books. All purchases are to be made with the approval of the Major Advisor/Chairman of Student Advisory Committee. All candidates who have been awarded ICAR- PG Scholarship have to execute a surety Bond of appropriate amount as per University rules and regulations at the time of registration in the University. The AU ensures that if the candidate leaves before completion of the programme, he /she refunds the scholarship amount drawn by him /her to the Council.

The rates of fellowship is ₹ 15,000/- p.m. (fixed) for 1st& 2nd year ₹17,500/- p.m. (fixed) for 3rd year (except in case of Veterinary studies where for Postgraduate in Veterinary Science its ₹17,500/- p.m. (fixed) for 1st & 2nd year ₹ 18,750/- p.m. (fixed) for 3rd year. CAU Imphal, Manipur, Dr. RPCAU, Pusa, Bihar and Central Universities having faculty of Agriculture, viz. Banaras Hindu University (BHU), and Nagaland University (School of Agricultural Sciences and Rural Development).This fellowship is NOT available for admission in any university other than the AUs as mentioned above. 2. AGE LIMIT:
A candidate must have attained the age of 21 years as on 01.01.2017. There is no upper age limit for the National Eligibility Test.
3. EDUCATIONAL QUALIFICATION:-
A candidate must possess a Master’s degree or equivalent in the concerned Discipline and specialization completed on or before 08.07.2017 from any Indian University incorporated by an Act of Central or State Legislature in India or other educational institution established by an Act of Parliament or declared to be deemed University under Section 3 of the University Grants Commission Act, 1956 or he/she must have qualification from a foreign University recognized as equivalent by the Government of India (GoI).
During previous years, ARS 2016 (Preliminary) Examination and National Eligibility Test (NET-I)-2017 Examination in Online mode was conducted in MAY 2017. After qualifying Viva-Voce which would be held later for those who qualify ARS 2016 (Main) Examination by Agricultural Scientists Recruitment Board (ASRB), candidates become AGRICULTURAL SCIENTIST. Agricultural Scientists Recruitment Board(ASRB) conducted ARS 2015(Main) Examination in MAY 2016 while the ARS-2015(Preliminary) was held in DECEMBER 2015.After qualifying Viva-Voce which was held during Oct-Nov'2016 Agricultural Scientists Recruitment Board (ASRB) ARS Examination, candidates and became AGRICULTURAL SCIENTIST whereas, National Eligibility Test (NET-I)-2016 Examination was held in the month of AUGUST 2016. NET 2015 was conducted as combined Preliminary ARS -2015 and NET-2015 Examination in DECEMBER 2015.The NET exam is often conducted twice in a year.For example,second exam of NET in the past as National Eligibility Test (NET-II)-2014 was advertised for notification in August 2014 in combination with Preliminary ARS -2014

4. GENERAL INSTRUCTIONS for ARS-2016 (MAINS) EXAMINATION:
(a) Question paper for ARS-2016 (Mains) Examination can be answered either in English or Hindi. The Candidate has to indicate his/her option therefore in the Online Application Form itself. The answers/ scripts attempted in a medium other than the opted one will not be evaluated.
(b) Candidates must mark the answers/papers in their own hand. Under no circumstances, they will be allowed the help of a scribe to mark the answers for them. Only the Orthopedically Divyang (OD) candidates will both arms affected may the allowed the help of a Scribe only with the prior permission of the Board. Provision of a scribe will be made by ASRB on prior request made by such candidates ten (10) days before the Examination on arsnet2016@asrb.org.in. An additional time of 20 (twenty) minutes per hour will be allowed to such candidates.
(c) If a candidate's handwriting is not easily legible, a deduction will be made on this account from the total marks otherwise accruing to him.
(d) Marks will not be allotted for mere superficial knowledge.
(e) Credit will be given for orderly, effective and exact expression combined with due economy of words in all subjects of the examination.
(f) Standard of both the papers - ARS-2016 (Preliminary) Examination and ARS-2016 (Mains) Examination will be that of Master’s Degree of an Indian University.

A candidate must possess a Master’s degree or equivalent in the concerned Discipline and specialization completed on or before 08.07.2017 from any Indian University incorporated by an Act of Central or State Legislature in India or other educational institution established by an Act of Parliament or declared to be deemed University under Section 3 of the University Grants Commission Act, 1956 or he/she must have qualification from a foreign University recognized as equivalent by the Government of India (GoI).
During previous years, ARS 2016 (Preliminary) Examination and National Eligibility Test (NET-I)-2017 Examination in Online mode was conducted in MAY 2017. After qualifying Viva-Voce which would be held later for those who qualify ARS 2016 (Main) Examination by Agricultural Scientists Recruitment Board (ASRB), candidates become AGRICULTURAL SCIENTIST. Agricultural Scientists Recruitment Board(ASRB) conducted ARS 2015(Main) Examination in MAY 2016 while the ARS-2015(Preliminary) was held in DECEMBER 2015.After qualifying Viva-Voce which was held during Oct-Nov'2016 Agricultural Scientists Recruitment Board (ASRB) ARS Examination, candidates and became AGRICULTURAL SCIENTIST whereas, National Eligibility Test (NET-I)-2016 Examination was held in the month of AUGUST 2016. The ARS-2016 (Mains) Examination will be conducted on 08.07.2017. Candidates are advised to read the notification carefully before filling the Online Application Form.The ARS (Preliminary) Examination is a qualifying examination and its marks will not be carried forward for determining final merit of the candidates. All those candidates desirous of appearing for ARS Examination are required to take both the Preliminary and Mains Examination and viva-voce.Candidates declared successful in ARS-2016 (Mains) Examination and viva-voce will be recommended for appointment as Scientists in Agricultural Research Service (ARS) of Indian Council of Agricultural Research (ICAR) in the Pay Band-III of Rs.15,600-39,100 plus Research Grade Pay of Rs. 6,000/-
Since a pass in the Preliminary Examination is compulsory for all candidates, only those candidates who qualify the ARS-2016 (Preliminary) Examination as per standards given below will be eligible to appear in the ARS-2016 (Mains) Examination.
ARS-2016 ( Preliminary) Examination Paper:-
ARS-2016 (Preliminary) Examination shall have one paper of 150 marks with all multiple choice objective questions to be solved in 2 hours (Two hours), from the respective professional subject(s) for which candidate has opted. The Examination will be conducted in Online format at the designated Centres. The questions of the Examination will be available in bilingual form i.e. Hindi and English medium. The answers are to be indicated on the Computer itself during the Examination.
1/3 marks will be deducted for each wrong answer in ARS-2016 (Preliminary) Examination (Objective Type). There will be no rounding off of fractions of marks. This is a qualifying examination and marks scored will not be counted for final selection.
The candidates who obtain following minimum qualifying marks in the Preliminary Examination will be allowed to appear in the ARS (Mains) Examination in the ratio of 1:15 (category-wise) for each post. However, the Board reserves the right to fix/alter the qualifying marks and ratio in any or all Disciplines at its discretion.

Only the Orthopedically Divyang (OD) candidates will both arms affected may the allowed the help of a Scribe only with the prior permission of the Board. An additional time of 20 (twenty) minutes per hour will be allowed to such candidates.

The object of the viva-voce is to assess his/her suitability for the Service for which he/she has competed. The viva-voce is intended to supplement the written examination for testing the general and specialized knowledge and abilities of the candidate. The candidate will be expected to have taken an intelligent interest not only in his/her own state or country, as well as in modern current of thought and in new discoveries, which should rouse the curiosity of well-educated youth.
The technique of the viva-voce is not that of strict cross-examination, but of a natural, though directed and purposive conversation intended to reveal the candidate’s mental qualities and his/her grasp of problems. The Board will pay special attention to assessing the intellectual curiosity, critical powers of assimilation, balance of judgment and alertness of mind, the ability for social cohesion, integrity of character, initiative and capacity for leadership and scientific research.

3. Examination Procedure:-
(i) Reserved category candidates who qualify after availing relaxed standard, extended no. of attempts or age relaxation shall render themselves ineligible for UR posts. They will be eligible only for the posts which are reserved in respective category in a particular discipline.
(ii) After the Viva-Voce the candidates will be arranged by the Board in the order of merit in each category (professional subject-wise) as disclosed by the aggregate marks finally awarded to each candidate. Candidates who obtain such minimum aggregate marks in the written papers and Viva-Voce without fixing any minimum marks in Viva-Voce as may be fixed by the Board in its discretion shall be recommended for appointment to ARS in accordance with the number of vacancies intimated by the Council under each discipline. Based on the merit, the candidates belonging to reserved categories i.e. SC/ST/OBC/Divyang (Orthopedically Divyang (OD)/ Hearing Divyang (HD)) are also eligible to be considered against the unreserved vacancies, if no relaxation in age, no. of attempts or qualifying marks either in ARS-2016 (Preliminary) or in ARS-2016 (Mains) Examination or in both has been availed by such reserve category candidates. If any concession in age, no. of attempts or relaxation in qualifying marks is availed, such candidates will be eligible for consideration only against vacancies reserved for them.
(iii) Rules for Tie-Breaker:- Wherever the two or more candidates have secured equal aggregate marks (marks in written ARS-2016 - Mains Examination + Viva-voce) the merit of the candidates shall be determined by applying the following Tie-Breaker Rules.
(a) Candidate securing more marks in the written ARS-2016 (Mains) Examination will be ranked higher.
(b) In case where the marks mentioned at (a) above are equal, the candidate senior in age will be ranked higher.
(iv) Candidates belonging to the Scheduled Castes (SC) or the Scheduled Tribes (ST) may be recommended by the Board by a relaxed standard to make up the deficiency in the reserved quota subject to the relevant instructions on the subject and also subject to the fitness of these candidates for appointment to the Agricultural Research Service irrespective of their ranks in the order of merit at the examination.
(v) There is no provision for maintaining the select panel and therefore, the vacancies against which the recommended candidates do not join will not be filled-up. The backlog vacancies will be filled up from the next examination.
(vi) There is no provision of re-evaluation of the answer script and therefore, no request for re-evaluation of the answer script will be entertained. The Board will not enter into any correspondence in this regard.
(vii) The form and manner of communication of the result of the examination to individual candidates shall be decided by the Board in their discretion and the Board will not enter into correspondence with them regarding the result.
(viii) Recommendation by the Board for appointment in the ARS will not be binding unless the Indian Council of Agricultural Research (ICAR) are satisfied after such enquiry as may be considered necessary that the candidate is suitable in all respects for appointment to the Service.

4. GENERAL INSTRUCTIONS for ARS-2016 (MAINS) EXAMINATION:
(a) Question paper for ARS-2016 (Mains) Examination can be answered either in English or Hindi. The Candidate has to indicate his/her option therefore in the Online Application Form itself. The answers/ scripts attempted in a medium other than the opted one will not be evaluated.
(b) Candidates must mark the answers/papers in their own hand. Under no circumstances, they will be allowed the help of a scribe to mark the answers for them. Only the Orthopedically Divyang (OD) candidates will both arms affected may the allowed the help of a Scribe only with the prior permission of the Board. Provision of a scribe will be made by ASRB on prior request made by such candidates ten (10) days before the Examination on arsnet2016@asrb.org.in. An additional time of 20 (twenty) minutes per hour will be allowed to such candidates.
(c) If a candidate's handwriting is not easily legible, a deduction will be made on this account from the total marks otherwise accruing to him.
(d) Marks will not be allotted for mere superficial knowledge.
(e) Credit will be given for orderly, effective and exact expression combined with due economy of words in all subjects of the examination.
(f) Standard of both the papers - ARS-2016 (Preliminary) Examination and ARS-2016 (Mains) Examination will be that of Master’s Degree of an Indian University.

Candidates who have appeared at an examination, the passing of which would render them eligible to appear at the ARS2016 Examination but have not been informed of the results, may apply for admission to the ARS 2016 Examination. Candidates who intend to appear at such a qualifying examination may also apply. Such candidates will be admitted to the ARS 2016 Mains Examination, if otherwise eligible but their admission would be purely provisional. These candidates are required to submit the self-attested copies of the documents/certificates in support of their candidature by 24.07.2017 failing which their interview call letter (through e-mail) shall be withheld.

(a) The number of attempts for appearing in the Agricultural Research Service Examination will be limited to SIX for Unreserved category candidates (whether M.Sc./Ph.D.) including the in-service candidates of I.C.A.R. However, this restriction will not apply to SC and ST candidates who are otherwise eligible. The number of attempts for Other Backward Classes category and Divyang (belonging to General/OBC category) candidates will be NINE.
Note-I :- The number of attempts made by the candidates prior to Agricultural Research Service examination 2011 will not be taken into account for counting the number of attempts made. Attempt means that the candidate must have appeared for the Examination.
Note-II :- An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination. Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
(b) Restrictions on applying for the Examination:-
“A candidate who has already qualified ARS examination (finally selected) in the earlier year will not be eligible to compete in the subsequent examinations conducted by ASRB for the same discipline in which he/she has earlier qualified. However, there is no bar to reappear for an ARS selected candidate in the subsequent ARS examination in a discipline different than the one in which he/she has already qualified".

NET certificate is issued by the Agricultural Scientists Recruitment Board(ASRB) to the qualified candidates to enable them to apply against vacancies to be notified or advertised by the State Agricultural Universities/Agricultural Universities.SAUs/AUs satisfy themselves with regard to fulfilment of prescribed eligibility condition/criterion for requisite posts of Lecturers/Assistant Professors including authenticity of the NET Certificate in the possession of the candidates.ICAR National Eligibility Test (NET) is a qualifying examination for determining eligibility for the position of Lecturer/Assistant Professor in the State Agricultural Universities(SAUs) and other Agricultural Universities (AUs).Candidates clearing the National Eligibility Test are eligible to apply for the post of Lecturers or Assistant Professors in the SAUs/AUs
The Agricultural Scientists Recruitment Board (ASRB) would conduct National Eligibility Test (NET-I)-2017 Examination in Online mode at 23 Centres across India in a staggered slot-wise examination format as per the Rules and Scheme of Examination in the month of MAY
